I usually go with $15 for pencil work, $20 if you want in depth pencil work (ie: shading/hatching), $20 if you want inked linework (I do my inking digitally) and $30 if you want a full colour figure. Extra for backgrounds if you want them and if you want more than one person. =3

And I do take paypal!

If you want just him and your char with no background, digitally inked and coloured, I'd probably ask for about $50.

That shouldn't be too hard to do! Did you want him stepping on her back or her on her back with him like, sort of half stepping on her neck/face instead? Y'know, sort of that 'lick mah boots~' pose?

But yeah! I usually ask for half up front and then you can pay the second half when I'm finished, if you want to ensure yourself. I dunno about Paypal fees, though. I know most people who've commissioned me before prefer to send it all at once because of that. =Oa I don't send money with Paypal often enough to know anything about that, myself, so...! XD
