They're both 25 or nearing it at the start of the first series. Why do you think Miyamoto was freaking out about her daughter becoming an oban/an unmarriable "old hag"? Well, besides the fact that Miyamoto's ramblings about her daughter were used to convey how many years had passed to form the timeline of the Birth of Metwo CD Drama, it was also one of the many hints we got as to Musashi's age. ^^;
Kojiro and Musashi also recieved Arbo and Dogasu as sort of "adulthood" presents from Sakaki-sama (obviously, before they revealed themselves as UTTER FAILURES ♥), so, er, yeah. These two are old and that's why Musashi just gets increasingly more desperate about falling in love in the later parts of the series, and why more and more, younger characters call them things like granny and gramps. xD;;;
It probably doesn't help that they have a taste for very traditional Japanese things (save for one odd episode in Jouto where they were the Westernized ones for an amusing cultural clash, although very OOC xD;;;) which clash with the younger, more Westernized characters that just don't have a feel for 'em.
And their rants about romanticism and how their brand of evil is better than the younger Atsuki and Chishio (who didn't find the whole being part of an evil organization thing romantic at all, instead prefering their free-spirited brand of, er, basically being common crooks who don't answer to anyone), who basically treated them like old fogies. xD;;;
In short: OLD-ish PEOPLE BE OLD-ish. ^o^;
