Um... This might just be the cynic in me talking, but the last I heard about Obama “strengthen[ing] international diplomacy” is throwing billions of dollars at America and making pretty speeches. Until this point I hadn't actually heard anything about him since, like, June. I know he's the US president and I should give him some credit, but I'm just confuzzled, is all.

Oh, nominations take place months in advance of the final decision. Obama was first mentioned as a possible nominee only two weeks after he took office! Of course, time passed since then before he was officially selected, but the actions he's being praised for are over months (i.e. before your 'June') not just five minutes ago.
